Australian Core Skills Framework (ACSF)

Overview

At Fairbridge College, the Australian Core Skills Framework (ACSF) provides a flexible, inclusive approach to foundational learning in literacy, numeracy, and communication. It is especially effective for students who have gaps in their formal education or who are re-engaging with learning after periods of disruption.

The ACSF allows educators to assess where each student is currently performing across five core skills and to design learning activities that meet them at that level—without judgement or pressure. It serves as both a diagnostic tool and a curriculum alignment guide, ensuring that students build real-world competencies in a way that respects their learning pace, strengths, and goals.

ACSF at a Glance

The ACSF focuses on development in the following five core skill areas:

  • Learning – the ability to learn, reflect, and manage one’s own learning process.
  • Reading – understanding and interpreting workplace, social, and everyday texts.
  • Writing – composing written materials with purpose and clarity.
  • Oral Communication – engaging in spoken interaction for different contexts.
  • Numeracy – using maths in real-world settings, from budgeting to measuring.

Each skill is described on a five-level continuum, from very basic through to advanced. This makes it possible to:

  • Identify the student’s starting point
  • Plan learning goals that are realistic and achievable
  • Track progress with observable, measurable indicators

The ACSF aligns powerfully with the needs of students in CARE (Curriculum and Reengagement in Education) schools like Fairbridge because:

  • It’s Diagnostic, Not Deficit-Focused: It maps capabilities rather than highlighting failure, which promotes student dignity and hope.
  • It’s Flexible and Practical: Educators can match learning tasks to ACSF levels across any context—be it a café, garden, workshop, or traditional classroom.
  • It Encourages Re-engagement: Students experience early success, building momentum and confidence.
  • It Aligns with VET and Employability Skills: ACSF directly supports transitions into vocational pathways, traineeships, and workplace learning.

By embedding ACSF into the curriculum, Fairbridge College students experience:

  • Improved Functional Literacy and Numeracy: Gains that support everyday independence and workplace readiness.
  • Confidence in Communication: Stronger verbal and written expression in diverse settings.
  • Engagement in Real-World Tasks: Greater motivation as students see the purpose behind their learning.
  • Pathway Clarity: Clear links between current capabilities and future training or employment goals.
  • Documented Growth: Reliable, tracked progression that supports IEP/ILP reviews, SEQTA entries, and NCCD evidence.
